La piste 02/20 sera fermée, pour cause de travaux, pendant une partie du mois d'août 2009 ; de ce fait tout le trafic sera concentré sur la plus longue et très rassurante piste 25R.
N'excluant pas une éventuelle volonté de certaines personnes d'adapter ou de modifier les utilisations de pistes et de routes de décollage pendant la durée des travaux de l'été 2009, nous sommes contraints de vous rappeler strictement certaines décisions et autres principes qui restent d'application quoiqu'il puisse advenir.
Le Gouvernement Fédéral n'a décidé d'aucune modification ou adaptation dans la description, le timing horaire et les utilisations de pistes et des routes aériennes pendant ces travaux.
D'autre part, nous vous rappellons les dispositions suivantes extraites des Aeronautical Information Publication auxquelles Belgocontrol ne peut en aucun cas déroger, puisqu'il n'y a pas eu d'autorisation en ce sens du Conseil des Ministres :
1. Utilisation des pistes :
En vertu du paragraphe EBBR AD.2.20 des AIP, la piste 25 Left ne peut être utilisée que la seule nuit du samedi soir au dimanche matin pour les décollages. Toute autre période d'utilisation serait illégale et non réglementaire, donc strictement interdite :

4 RUNWAY REGULATIONS
4.1 SELECTION OF RUNWAY-IN-USE
The direction in which aircraft take off and land is determined by the speed and direction of the surface wind and by the preferential runway system.
The term “runway-in-use ? is used to indicate the runway that - at a particular time - is considered by ATC to be the most suitable for use by the types of aircraft expected to land or take off. Normally, an aircraft will take off and land into the wind, unless safety, runway configuration or traffic conditions determine that a different direction is preferable. However, in selecting the runway-in-use, ATC shall also take into consideration other relevant factors such as the aerodrome traffic circuits, the length of the runway, the approach and landing aids available, meteorological conditions, aircraft performance and noise abatement.
Accepting a runway is a pilot's decision. If the pilot-in-command considers the runway-in-use not usable for reasons of safety or performance, he shall request permission to use another runway. ATC will accept such request, provided that traffic and air safety conditions permit.

Times of runway changeover are subject to flexibility in order to ensure transition in safe conditions. ATC will operate the changeover as close as possible from the indicated time, taking into account the traffic conditions.

Pour ces raisons, nous vous remercions de bien vouloir strictement respecter le prescrit des AIP ainsi que le fait que ni le Conseil des Ministres ni le Comité restreint ni d'autres organes officiels du Gouvernement ne vous ont autorisé à modifier le tableau de sélection des pistes ( Preferential Runway System ) pas plus que les heures d'utilisation des routes aériennes dont le virage à gauche vers Huldenberg à 1700 pieds.
Dès lors toute utilisation de la piste 25 Left au décollage, de jour ou de nuit ; ainsi que l'utilisation du virage vers la gauche à 1700 pieds de nuit sont des procédures non publiées qui n'existent pas, et sont à ce sens interdites à utiliser et qui pourraient faire l'objet de toute poursuite en cas d'usage illicite et abusif.
